Cyberspace is a new world with enormous potential to transform the old world.
It is a world which we opportunistically exploit, but whose order and
fundamental laws, its science, remains a mystery. The effort we propose here
will catalyze and accelerate the genesis of cyberscience, and will produce
the first generation of mathematical models that will populate it and provide
the underpinnings of cyber engineering. We propose both a speculative
bottom-up angle, seeking out breakthroughs in uncharted waters, as well as
a top-down angle that synthesizes existing ideas and relevant theories.
